Up to 14.517 euros in savings for buyers ...

To fully understand, a little reminder of what the transfer rights are essential first of all.With each transaction of an old housing, the notary collects taxes, in addition to his emoluments.Maître Frédéric Violeau, notary in Caen, reminds us how these taxes are cut."Take the case of a house that would be sold 250.Euros, in Calvados.The total amount of the costs to be paid for the buyer when signing the transaction will be 19.300 euros ”, he begins.On these 19.300 euros, 14.517 euros correspond to the registration fees that Eric Zemmour wishes to delete for first-time buyers.“This represents 5.806% of the price of the property,” reports our notary.On these 14.517 euros, 11.250 euros (or 4.5%) go in the funds of the Calvados department, 3.Euros (or 1.20%) for the municipality, and the very small remains perceived by the State.To put it simply: a buyer, to whom the transfer duties are removed, can therefore hope to save a little less than 15.Euros if its accommodation is sold at a price less than 250.Euros.A hell of a boost is no doubt that!

… But almost 2 billion loss for communities

"For departments, the impact would therefore not be negligible on revenue," reacts Thomas Rougier, the secretary general of the local finance and public management observatory (OFGL), in the light of these estimates.The OFGL, in 2020, thus measured the tax revenues collected by all the departments at 65 billion euros.1.5 billion losses, which accumulate year after year: the amount could indeed eventually weigh heavy over time.The candidate's team promises, however, that for communities, the losses of revenue "will be fully offset" via a state revenue retrocession.

But where Eric Zemmour's measure could be the most delicate to conduct, is that it is part of an already particularly tense context between the State and the local authorities shaken in recent years by the reform ofHousing tax.Since last year, the departments have indeed abandoned their share on the property tax for the benefit of the municipalities (a transfer as compensation to the municipalities following the disappearance of the housing tax).Admittedly, this loss for departments is offset by the perception of a VAT fraction ... but the latter are now deprived of their tax autonomy.Clearly, any possibility of activating the tax lever if necessary.A difficulty regularly criticized by the departments which are also, as a reminder, major players in the payment of social aids-rsa, aid of aid for young people (FAJ), solidarity fund for housing (FSL)...

As we can see: even if the exemption from transfer duties would in itself be beneficial to young buyers, Eric Zemmour could well work on eggs with such a measurement.
